The impact has been especially acute in Arizona, where the majority of migrants now enter the country as a result of the Southwest Border Patrol enforcement strategy implemented in the 1990s. The substantial increase in undocumented crossers has generated a host of economic and social costs for Arizona residents, including growing crime and violence, property and environmental damage, increasingly burdened education, health care, and criminal justice systems, and the militarization of border communities as a result of the influx of Border Patrol agents and border enforcement activities. Some citizens have responded by forming patrol groups in an effort to stem the tide of migrants crossing the border and to draw attention to the serious issues their communities were facing. Despite a long American tradition of citizens engaging in extralegal activity for the purposes of crime and social control, scholarly work on vigilantism is limited. This dissertation is an exploratory study employing interviews, direct observation, and document review to examine the phenomenon of civilian patrol at the Arizona-Mexico border. The findings shed light on citizen patrol groups and their members, the environment in which they operate, and the response of local stakeholders, including humanitarian and human rights group, law enforcement, politicians, and reporters.
